Cut the beef in two-inch chunks and put them in a skillet or other pan, just covered with water. Cook over the fire until the beef is tender, about 2-1/2 hours. Add potatoes and carrots and cook another 30 minutes. Now add the onions, peas and celery and cook for about 15 minutes. Add tomatoes and salt and pepper to taste and cook for another 15 minutes before serving. 12 good-sized servings.
